Police say Marilena Ida, a former interim coordinator of Quebec's Experience québécoise program, issued more than one hundred false selection certificates, known as CSQs, between August 22, 2016 and February 3, 2019. She was charged with breach of trust and fabricating false documents, and was an employee of the Ministère de l'Immigration et de l'Intégration at the time. Her next court appearance is December 10 at the Palais de justice de Montréal.
A CSQ certifies that a person has been selected to settle in Quebec on the path toward permanent residence. Each of the more than one hundred people alleged to hold a false certificate is relying on a document the state says should never have been issued. The Ministry has not said what it will do about those certificate holders.
The program has closed. Immigration Minister Jean-François Roberge earlier this year refused to create a grandfather clause for applicants caught by the closure.
