Québec solidaire says the Parti Québécois is backing away from its campaign promise to put the QSL container terminal project at the Port de Québec through a BAPE environmental hearing. The party's Capitale-Nationale critic, Étienne Grandmont, and MNA Sol Zanetti issued a release Friday after Environment Minister Jean Pellerin declined to reaffirm the commitment in response to a letter they sent him.

Grandmont said he was disappointed by the minister's reaction and that the minister refuses to reaffirm the commitment his party made during the campaign. Zanetti argued that without a BAPE, the environmental assessments on the terminal would come from Ottawa, and said it was unacceptable for a sovereigntist party to let the federal government decide the application of Quebec's environmental rules on Quebec territory.

The project would see QSL build and operate an international container terminal in Beauport. Québec solidaire and the Table citoyenne Littoral-Est say the truck traffic it would bring would add to emissions in Limoilou-Maizerets, which already hosts the port, an incinerator and two highways.

The party says the Port de Québec, which is running the current assessment, should not be the one evaluating the terminal's effects. Reporting by Le Devoir said the promise did not appear in the PQ's regional platform.
