Ottawa Hospital caps involuntary layoffs at 17 after offering early retirement and freezing positions

Ottawa Hospital has dramatically reduced involuntary job cuts to 17 positions — just 0.15% of its more than 13,000-person workforce — by offering early retirement packages and freezing vacant positions, a sharp reversal from an April announcement that the institution would cut 400 jobs.

The hospital addressed financial challenges in the health-care sector through early retirement incentives, position freezes, and elimination of vacant posts rather than layoffs. The institution also froze travel and shifted staff to a more economical provincial group benefits plan. Four hundred positions will remain unfilled across the three main campuses — General, Civic and Riverside.

Canadian Union of Public Employees Local 4000, which represents hospital workers, expressed concern about the impact on remaining staff. "Either that care work isn't being performed or is being added to the workload of the remaining staff," the union said in a statement. "This is causing heightened anxiety and stress for staff who were desperate for more staffing, not less. Poor working conditions are intertwined with reduced quality of patient care causing higher rates of re-admissions, hospital acquired infections, and even deaths."

The cuts at Ottawa Hospital are part of a broader pattern across the National Capital Region's health system. Queensway Carleton Hospital cut 101 positions in July, with 87 of those cuts affecting nurses. Bruyère Health eliminated 55 positions in February, including 9 registered practical nurses and 46 personal support workers. The Royal announced the elimination of 15 positions, almost exclusively nurses and personal support workers at its 64-bed long-term care home on the Ottawa campus.

The hospital described the layoff process as "ongoing." No dates have been announced for when the 17 involuntary departures will take effect.
