Albertans will vote on opt-out from federal programs without losing funding

Albertans will vote on October 19 on whether their province should pursue constitutional changes allowing it to opt out of federal programs while retaining the funding attached to them.

Question 8 on the referendum ballot asks: "Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to allow provinces to opt out of federal programs that intrude on provincial jurisdiction such as health care, education and social services, without a province losing any of the associated federal funding for use in its social programs?"

The Alberta government argues the Constitution Act of 1867 established distinct federal and provincial responsibilities, and that meaningful regional differences since then justify allowing provinces to tailor services to their populations' needs. "When federal funding is offered to the provinces, it often comes with strings attached," the government states. "By threatening to withhold a province's fair share of funding, the federal government can indirectly dictate what a province does within its areas of jurisdiction."

Alberta Health Minister Adriana LaGrange cited the 2024 federal pharmacare program—which covered diabetes medication and birth control—as an example of federal overreach. The province opted out of that program. "Give us the dollars," LaGrange said in 2024. "Allow us to enhance the programs we actually have now, rather than create more bureaucracy." LaGrange claimed Alberta already maintained robust coverage in those areas.

Question 8 is one of nine questions addressing federal-provincial relations on the ballot. A 10th question asks whether Albertans want to remain in Canada or seek a referendum on separation.
