Two catastrophic breaks of the Bearspaw south feeder main—a critical pipe serving southwest Calgary—have forced the city to fast-track its replacement, with completion scheduled by year-end. Beyond that, money is needed to reduce water losses in the system, upgrade wastewater plants, and improve emergency readiness.
"Past utility rates have not kept pace with the level of investment needed to address infrastructure risk," the city administration report states. The executive committee will consider the proposal October 7.
Councillor Dan McLean has already signalled opposition, calling the significant hikes "totally unacceptable" and insisting "we have to stick with the needs, not the wants." Mayor Jeromy Farkas has said he will fight to keep increases as modest as possible, but argues that artificially lowering rates now only pushes costs onto future residents. "That's not the financially responsible thing to do," Farkas said.
The timing compounds affordability pressure: council is also weighing a separate 15% property tax increase announced just days before the water proposal. Council approval is required for the rate increases to proceed.
