The wealthy Moroun family of Michigan—owners of the Ambassador Bridge and a sprawling business empire—is expanding its Hercules Concrete operation across the border into Windsor, Ontario, according to company records.

A new concrete company called CTC Concrete is set to open in the Sandwich neighbourhood, near the base of the Gordie Howe bridge. A banner on a fence announces "coming soon," with rows of Canadian-flagged concrete trucks parked behind it.

The operation connects to the Morouns through multiple links. Matthew J. Moroun, son of family patriarch Matthew T. Moroun, is listed as CTC's sole director. Dan Stamper, listed as the company's president and secretary, serves as president of the Ambassador Bridge. One address listed in provincial environmental approvals is 707 Patricia Road in Windsor—the building housing the duty free shop at the bridge's Canadian base.

Windsor city councillor Frazier Fathers, who represents the Sandwich area, said he's "absolutely" concerned about CTC Concrete because of the Morouns' track record. Residential homes sit two blocks away across the street from a Tim Hortons.

"If you're downwind from this plant, there are concerns," Fathers said.

The Morouns' concrete operations in Michigan have drawn intense criticism for alleged community blight, health issues, and regulatory violations. Their various ventures—including their Kronos and Hercules Concrete locations—have been the subject of ongoing disputes with local communities over air quality and land use.

Matthew Moroun, Dan Stamper, and other representatives did not respond to questions about CTC Concrete or the family's broader operations.
