Longueuil car dealership Duclos loses permit for two weeks over repeated price violations

Duclos Longueuil Chrysler Dodge Jeep Ram has had its road vehicle merchant permit suspended for two weeks—October 5 through October 16—for systematic violations of Quebec's Consumer Protection Act.

The Office de la protection du consommateur (OPC) determined the dealership at 5055 boulevard Cousineau in Longueuil cannot "ensure, in the public interest, the honest and competent exercise of its commercial activities," according to a decision rendered October 5.

The company has repeatedly violated article 224 c) of the Consumer Protection Act, which prohibits demanding a price higher than advertised. The infractions have persisted since 2016, despite OPC warnings over the years. In March 2023, Duclos Longueuil pleaded guilty to one such infraction. The violations continued afterward.

The dealership now faces six new criminal charges related to article 224 c). The OPC's delegated president noted that the merchant lacked the rigour to implement measures preventing recurrence of breaches, despite having ample opportunity to do so.

Duclos Longueuil has 30 days to contest the suspension decision. Under Quebec law, all automobile merchants must hold an OPC permit and post a security bond that can be used to indemnify consumers. The permit suspension leaves the company unable to conduct vehicle sales during the two-week period.
