Quebec votes Monday with nearly a quarter of ballots already cast early. Liberal Leader Charles Milliard said the PLQ will prioritize uniting Quebecers and building 100,000 housing units annually if elected—a direct pivot from the sovereignty referendum his main opponent, the PQ, has promised for 2029 or 2030.

"We are the party that will make sure that Quebec stays within Canada," Milliard said, noting that close to 70 per cent of Quebecers do not want a referendum. The latest Leger poll shows the PQ ahead by 4 points, with the PLQ at 26 per cent.

Beyond housing, Milliard said a Liberal government would convene an estates general on education and implement public telehealth with Quebec health card access to virtual consultations by phone or internet. "We have a strong and very pragmatic program, a very realistic program," he said. On the economy, Milliard emphasized his own business background: "we need a premier that actually likes the economy and has an experience in that."

The PLQ will visit as many ridings as possible over the final four days, Milliard said. In June, the Liberals pitched federalism as their central platform; by August, internal polling showed them trailing the PQ—a gap the party hopes its final-week push will narrow.
