Dangerous offender released to Ottawa on day parole
Christopher Roulston, convicted of three counts of sexual assault with a weapon, will live in a community facility under strict conditions and police supervision.
Ottawa police issued a public safety notification Wednesday about Christopher Roulston, 46, a designated dangerous offender who has been released on day parole and will reside in the city in a community-based facility.
Roulston is serving an indeterminate life sentence for three counts of sexual assault with a weapon and uttering threats committed in Toronto. Police said he poses a significant risk to public safety, particularly to women, given his history of violent stranger sexual assaults and the high likelihood he would re-offend or breach his conditions.
He will be under structured supervision by Correctional Service of Canada and monitored by the Ottawa Police Service High-Risk Offender Management Unit. His conditions include a curfew, no direct or indirect contact with his victims, mandatory reporting of all relationships with females, and prohibitions on alcohol and drug use.
Anyone aware of potential breaches should not approach him. Contact the High-Risk Offender Management Unit at 613-236-1222, extension 4395, or email HROM@ottawapolice.ca. Call 911 in emergencies. Anonymous tips can be submitted to Crime Stoppers at 1-800-222-8477 or crimestoppers.ca.
