The O-Train west extension's completion date is being reconsidered after the July 1 Canada Day storm caused damage to equipment, track, and electrical infrastructure along the line.
Richard Holder, director of the rail construction program, said an external consultant is reviewing the overall schedule for Stage 2 West to determine options after the flooding. The consultant's report is expected in early 2027. "This includes looking at many ways to mitigate project timelines, including the potential for a staged opening," Holder said in a memo to councillors. "However, this is still a very preliminary option that must be fully examined and any conclusion to this effect is premature."
The July 1 deluge dumped 118.4 millimetres of precipitation on Ottawa—roughly double the previous record of 58.9 mm set in 1959. The intense flooding damaged a section of track and ballast in the Moodie Station area, along with other infrastructure, forcing inspections to assess the full scope of repairs needed.
When complete, the west extension will add 15 kilometres of rail and 11 new stations, linking Tunney's Pasture to Algonquin and bringing Line 3 from Trim to Moodie. Construction was underway on stations, guideway, track, and roadway when the storm hit.
Holders said officials are meeting with contractors to oversee repair work, with a further update expected at the next transit committee meeting. The city has not disclosed the original completion date for the extension before the storm or detailed cost estimates for the required repairs.
