Const. Andre Hart pleaded guilty to misconduct and admitted making unwelcome remarks of a sexual nature during a takedown and restraint-drill session. According to an agreed timeline, Hart incorrectly wrapped his arms below the female officer's knees during a takedown technique, causing her significant discomfort and pain. When both officers told him he was performing the drill incorrectly and unsafely, Hart replied that he "likes it rough."
Later in the morning, when the female officer mentioned they would practice "hog-tying" restraints, Hart said "That's a turn on," and then added "This is foreplay for me. I do it every morning." The female officer replied "Ew, no. Not like that." Her discomfort prompted her to approach a supervisor at lunch break and request to be partnered with other instructors for the afternoon drills.
An adjudicator with the Ontario Police Arbitration and Adjudication Commission found Hart's comments to be "clear and convincing evidence" of workplace sexual harassment. Hart cooperated with investigators from the police professional standards section, expressed remorse, and accepted responsibility.
Hart has been a police officer since 2005, spending 14 years with Toronto Police Service before joining Ottawa Police in 2019. In March 2025, he was previously disciplined by Chief Eric Stubbs after making an offensive remark about another officer related to grounds protected by the Ontario Human Rights Code, resulting in one day of forfeited pay and mandatory counselling on workplace harassment, violence, and discrimination.
