Louay Angoud, a 24-year-old Quebec City resident, has been charged with multiple terrorism-related offences after RCMP-led investigators alleged he communicated online with Islamic State members and gathered information to build a chemical weapon that could be used to poison Canadians.
The Integrated National Security Enforcement Team (INSET) conducted the investigation. Angoud is charged with participating in the activities of a terrorist group. The allegations have not been tested in court.
