Ontario approves massive Vaughan development with 17 towers

Nearly 10,000 residential units, a 73-storey tower, and 1.6 acres of public space planned for Vaughan Metropolitan Centre.

Vaughan is reshaping its skyline with a transformative master plan just approved by the city: 17 towers across 27 acres in the Vaughan Metropolitan Centre (VMC) area.

The Toromont Master Plan, designed by WZMH Architects, will introduce roughly 9,950 residential units spread across four development blocks, along with office, hotel, retail, and community spaces. The centerpiece is a 73-storey tower that will rival established skylines across Ontario.

What sets this project apart in a suburban setting is transit-first planning. Rather than generating thousands of cars daily, the plan capitalizes on VMC's connection to the TTC's Line 1 subway (the northwestern terminus since the 2017 extension) and envisions over 8,000 bicycle parking spaces. A significant public contribution of 1.6 acres includes the planned Millway Linear Park and Central Park.

Construction will happen in phases. The first phase is slated to include nearly 3,300 residential units, office space, and portions of the park network. "We are delighted to have designed and helped guide this project through to its final approval," said WZMH Principal Len Abelman, praising the collaborative effort between the development team, the city, and stakeholders.

Vaughan's downtown core has already transformed dramatically over the past decade—this approval signals the next phase of that growth.
