Durham police seek Toronto man in vehicle fraud scheme involving fake documents

Borislav Ninchov allegedly used phony information to obtain financing on three vehicles between August 2023 and April 2024, then exported them overseas. Total losses exceed $650,000.

Durham Regional Police are seeking Borislav Ninchov, 34, of Toronto, in connection with a vehicle fraud scheme that police believe is part of a larger organized criminal network.

Between August 1, 2023, and April 30, 2024, Ninchov attended multiple dealerships across Durham Region using fraudulent information and forged documents to obtain financing on three vehicles. After taking possession, no payments were made on any of the vehicles. All three were subsequently exported from Canada, and Ninchov fled the country.

Ninchov is wanted on nine charges: three counts each of Fraud Over $5,000, Possession of Property Obtained by Crime for the Purpose of Trafficking, and Disposing of Property to Avoid Creditors.

Durham Regional Police characterize this as "an emerging threat that impacts communities across Canada." According to the service, "Offenders are entering Canada legally on tourist visas with the specific intent to commit a multitude of crimes before either fleeing the country or evading immigration officials by overstaying their legal visa periods. Offenders are often part of a larger organized criminal network whose activities can include fraud, theft, property crime, identity theft, financial scams, and other organized crime behaviours."

Police say these offenders "are using sophisticated methods to avoid detection, including moving between regions, using false identities, and exploiting legal loopholes." Ninchov's current location is unknown.
