There will be no civil wedding ceremonies at Toronto City Hall in 2027. The city's third-party marriage service provider, Ministerial Associates, is leaving 100 Queen Street West on January 1, 2027, when its lease expires on December 31, 2026. The city offered an extension to March 31, 2027, which the company declined.
The city said it did not want to renew after 32 years, citing construction and modernization projects at City Hall beginning in 2027. A city spokesperson said it could no longer guarantee current operating conditions for the company during major construction.
Ministerial Associates said in a statement on Instagram that "there were several untenable factors why we could not accept the short three-month extension."
Couples booked for 2027 at Toronto City Hall will need to find another venue. Kayla Lewis, the City of Toronto's media relations manager, said the city would work directly with affected couples to identify alternatives, which could include Old City Hall, St. Lawrence Market North and other city-operated venues. Bookings at Old City Hall are not affected. Ceremonies booked at City Hall for 2026 continue as scheduled, and marriage licence and certificate services are unchanged.
Lewis said the city would continue to explore options for the long-term future of wedding ceremonies at Toronto City Hall. The number of affected couples and the cost or schedule of the construction project have not been released.
