Toronto homeowners can now apply for up to $6,650 in rebates to protect their homes from flooding, as extreme weather events continue to drive up both property damage and insurance costs.
The city expanded its Basement Flooding Protection Subsidy Program in May to help single-family, duplex, triplex, and fourplex owners afford upgrades like backwater valves, sump pumps, and improved sewer connections. The move comes as Canada reported $8.6 billion in catastrophic insurance claims from severe weather in 2024 — a sharp rise that has made home resilience a major concern, especially in older urban areas like the Greater Toronto and Hamilton Area.
Daniel Ivans, an insurance expert at Rates.ca, said the rebate programs are an opportunity for homeowners to reduce their flooding risk without breaking the bank. "For some insurance providers, making these repairs makes the properties more attractive, which could reduce the costs of their insurance premiums," he said. However, whether improvements actually lower premiums depends on the provider, so homeowners are advised to speak with their insurer before making upgrades.
The city recommends checking eligibility requirements and researching local rebate programs before starting work. Energy-efficiency upgrades such as heat pumps, solar panels, and improved windows may not directly lower premiums but can help reduce risks associated with floods and wildfires.
As climate change intensifies severe weather patterns, these rebates represent one way for homeowners to take action on their own resilience — and potentially ease insurance affordability concerns in the years ahead.
