Toronto Pearson International Airport unveiled a $1.5 billion revitalization plan Tuesday for Terminals 1 and 3 to modernize aging infrastructure and improve passenger flow.
The contract was awarded to Norr-Dialog, a joint venture of two Ontario firms, and PCL Construction. The program will invest in expanded terminal spaces, improved baggage processing, modernized check-in areas, advanced security screening, refreshed lounges, and additional in-terminal charging stations.
Pearson President and CEO Deborah Flint said the upgrade will "elevate the travel experience so Toronto Pearson can continue its part in fueling Canada's economy by welcoming more passenger growth and offering better customer experience."
Construction will take place in stages to allow the airport to continue operating safely and minimize passenger disruption. The modernization is part of the broader Pearson LIFT (long-term investments in facilities and terminals) plan. Earlier in 2026, airport officials announced a $3 billion suite of improvements focused on increasing air traffic and on-time performance. By the 2030s, officials expect to increase annual travellers through the airport from the current level to 65 million.
