Toronto police lay 4,000 charges in two-year retail theft crackdown targeting organized crime

Toronto police announced over 500 arrests and 4,000 charges Wednesday in a years-long retail theft probe targeting what Superintendent Ron Taverner called "repeat and prolific offenders" connected to larger organized crime networks.

The Organized Retail Crime Unit, established two years ago after a spike of thefts in North Etobicoke, recovered more than $1.6 million in stolen merchandise. Chief Myron Demkiw said the thefts harm both large chains and independent shops. "It hurts the economy and it makes people feel unsafe in their neighbourhoods," he said.

Taverner shared video evidence from three separate thefts at stores in 23 Division: suspects loading bags and suitcases with items at an LCBO, a Shoppers Drug Mart, and a Walmart, where one offender deployed pepper spray to escape. One investigation alone resulted in 20 arrests and over 400 charges. Police cautioned citizens and staff not to intervene, saying most retailers have policies against it. "That's our job," Taverner said.

Rui Rodrigues of the Retail Council of Canada called Wednesday's announcement "the kind of coordinated, partnership-driven approach Canada needs more of." He acknowledged retailers' frustration at watching repeated thefts but said "real progress requires all of us working together, sharing intelligence, and treating organized retail crime with the seriousness it demands."
