Family identifies victim as bright, caring girl with big dreams. Youth arrested in connection with the fatal shooting near Park Hill Condominiums.

Jazmin Dhesi, 16, was fatally shot early August 17, outside Park Hill Condominiums in northeast Edmonton's Hairsine neighbourhood. Officers responded at 6:50 a.m. near 139 Avenue and 32 Street to find her seriously injured. Despite efforts by police and paramedics, she died on scene.

Homicide detectives took over the investigation. On Tuesday afternoon, police announced they had made an arrest, but declined to provide details because the accused is a youth. An autopsy was scheduled for Wednesday, with police saying they would release more information once findings were reviewed.

According to neighbours, Dhesi did not live in the condo complex but was visiting a friend there. Her family, who shared her identity with media, described her as "a bright light" — friendly, caring, and someone who wanted to be friends with everybody. "She was really funny. She was always caring," a family member said. Dhesi had big dreams: she wanted to become an architect and one day visit New Zealand. She grew up surrounded by many friends and was deeply loved by her parents and two younger siblings. "She was not grown up in a broken home, and it was amazing … it's just hard — because she's so innocent and she had nothing to do with this," the family member added.

A candlelight vigil is being planned to honour Dhesi on August 24, though the family said it is still in the planning stages.
