The 1976 Games are a cautionary tale: originally budgeted at $120 million, the final cost ballooned to roughly $1.5 billion and took three decades to pay off. That history weighs heavily on current discussions. Moshe Lander, a senior lecturer of economics at Concordia University, is blunt in his opposition. "We should never host the Olympics in Montreal again. It's never going to deliver the required benefits," he said. "The cost will always come in over."
Lander points to a broader pattern: every host city makes the same mistake, assuming their budget will hold—until the International Olympic Committee or FIFA says otherwise. "Your budget is irrelevant the day you publish it," he said.
However, some are cautiously optimistic. Howard Stupp, who represented Team Canada's wrestling team in 1976, said the city should consider it "if it would not be overly expensive to host the Games" and if "sufficient venues are already built or if not that many new venues would have to be rebuilt or renovated."
McGill University civil engineering professor Daniele Malomo suggested the city's existing infrastructure could be adapted. "Paris and older cities that did host the Olympics recently show it's a possibility," Malomo said. "Why not?" Local opinion is split: some residents see tourism and economic stimulus; others recall disruptions and financial strain.
The Olympic Stadium continues to undergo renovations, a physical reminder of the 1976 debt still being serviced.
