Vigil planned Monday for Nooran Rezayi, 15, shot by Longueuil police on South Shore

A vigil is planned for Monday, September 21 at 6 p.m. in front of the Longueuil police station to commemorate Nooran Rezayi, a 15-year-old shot dead by police on September 21, 2025, in Saint-Hubert borough.

Longueuil police responded to a 911 call alleging masked, armed individuals in a residential neighbourhood before the shooting. Quebec's police watchdog, the BEI, investigated and submitted its findings to the Crown prosecutor's office (DCPC) in March, but the prosecutor has not yet decided whether to lay charges.

The Rezayi family filed a $2.2 million lawsuit against Longueuil police and the city, accusing officers of using "unreasonable and disproportionate" force by opening fire "extremely quickly." The family also filed a motion to reveal the names of the officer who shot Nooran and their partner; the city opposed the disclosure.

Mohamed Noredine Mimoun, a youth worker and coordinator of Forum Jeunesse de Saint Michel, said the delay raises questions about police accountability. "What I find troubling is that there is a video—and likely other videos—showing that Nooran and his friends weren't given much of a chance during the intervention; I feel the trigger was pulled too quickly, without regard for the life of a 15-year-old," Mimoun said. He also noted the prosecutor's silence: "It is known that the BEI submitted its report to the DCPC back in March, but that the DCPC has not yet decided whether or not to lay charges."

A private family tribute is also scheduled for Monday. An engaged public tribute with a letter to government and election candidates is set for Sunday, September 20 at 2 p.m. Quebec's Minister of Internal Security launched an administrative inquiry into the police intervention that led to Nooran's death.
