A classified intelligence report obtained by Global News names the "key members" of the India-based Lawrence Bishnoi gang that has been targeting South Asian Canadians across Canada.
The December 2025 CBSA Tactical Guide describes the Bishnoi gang's "growing operational presence in Canada," "access to large amounts of money," and "vast network" of recruits. The report identifies Goldy Brar, also known as Satinderjit Singh Brar, as the gang's "top" North American lieutenant. Brar came to Canada to study in Kamloops in 2017 but instead helped form the gang's North American franchise. He has been linked to high-profile murders including the 2022 killing of Punjabi singer Sidhu Moose Wala in India and the 2023 assassination of B.C. Sikh activist Hardeep Nijjar in Surrey.
Other identified members include Harry Boxer, accused of multiple extortions in Canada, and Goldy Dhillon, an alleged "subcontractor." Balkaran Barar, who goes by Lawrence Bishnoi, is a former Indian student leader imprisoned in India since 2015 who directs operations across Canada, the U.S., Europe, and the Middle East using contraband cell phones.
The gang recruits primarily through "local young males of Indian origin who act as independent contractors," according to the report. The Bishnoi organization also leverages alliances with existing street gangs including the Ruffians to conduct extortions and organize attacks on their behalf.
Since 2023, the Bishnoi gang has targeted South Asian Canadians in British Columbia, Alberta, and Ontario with exorbitant extortion demands followed by threats, shootings, and arsons. The report reveals the gang's suspected use of the commercial vehicle industry to move associates and contraband, including firearms, across multiple provinces inconspicuously.
As of July, Brar faces racketeering charges in the U.S. Bishnoi has been charged with ordering Nijjar's assassination, though Canadian authorities suspect India was ultimately behind the killing. Immigration officials have deported dozens of suspects connected to the gang, though they have made less progress against the leadership.
