Ontario has convicted 17 people of tobacco tax violations and seized over 7.9 million unmarked cigarettes as part of an ongoing enforcement crackdown by the Ministry of Finance.

Sentences imposed between March and April 2026 ranged from a $100 fine to $62,500 with probation. Two offenders received jail time: Carrigan Lamb received 60 days in jail for possession of 202,550 grams of untaxed other tobacco, and Donovan David Delormier received 1 day in jail for possessing 70,000 unmarked cigarettes for the purpose of sale.

Under Ontario law, cigarettes sold in cartons or packages without the province's yellow stamp are illegal, subject to certain exceptions. Cigarettes sold in clear plastic bags and engaging in the tobacco business without required permits are also prohibited offences.

Since January 2020, Ontario has recorded 620 tobacco tax convictions resulting in fines exceeding $6.3 million, 43 jail terms, 96 probation orders, and 5 community service sentences. Beyond court-imposed fines, businesses and individuals may also face civil penalties.

The Ministry of Finance noted that the enforcement operations are part of a broader effort to protect Ontario's tax base and public health.
