A cross-border investigation named Project Bay has resulted in one of Ontario's largest drug seizures, with police seizing nearly 1.7 tonnes of illegal drugs, 17 firearms, and cash across multiple jurisdictions.
The investigation started in January 2025 by the Windsor Police Service and expanded to include the Canada Border Services Agency, Ontario Provincial Police, Toronto Police, and Peel Police. U.S. agencies also participated. Police say traffickers used a broker-style model, leveraging established connections in commercial transportation to move drugs across the border and embedding illicit commodities within legitimate supply chains.
Between June 25 and July 14, police executed 22 search warrants at homes and businesses in Windsor, Corunna, LaSalle, Brampton, Kleinburg, Markham, and Caledon. The seizures include 973 kg of suspected cocaine, 660 kg of suspected methamphetamine, 49 kg of opium, 230 oxycodone tablets, 17 firearms including an anti-tank rifle, ammunition, prohibited devices, C$80,000, US$10,000, one vehicle, high-end jewellery, money counters, 43 cellphones, and six laptops.
Twenty-one people are facing 102 charges in connection with the investigation. Nineteen have been arrested; two remain wanted.
