Quebec's newly enacted energy drink ban for minors is sparking debate in Ontario about whether the province should impose similar restrictions.
Quebec passed Bill 9 in mid-June, prohibiting the sale or serving of energy drinks containing at least 150 mg of caffeine per litre to anyone under 16. The law exempts regular coffee and tea, and targets products with taurine, vitamins, or minerals alongside high caffeine. Penalties are steep: minors face fines up to $100, adults buying for minors face $500 to $1,500, and businesses that break the law face fines up to $62,500.
The law was prompted by cases like that of Zachary Miron, 15, whose heart stopped after consuming Red Bull while on ADHD medication.
In Toronto, opinion is mixed. Sara Mahdavi, a nutrition professor at the University of Toronto, supports similar Ontario restrictions, though she recommends pairing them with clearer labelling and stronger public education. "Body weight, sleep, medications and underlying health conditions all affect how caffeine impacts children and adolescents," Mahdavi said.
Toronto resident April M. says energy drinks give her anxiety and supports regulations tailoring caffeine levels for youth, though she's neutral on an outright ban. Another resident, Ian H., backs the ban outright: "Kids should not have any trouble with energy. They should be getting their energy through natural ways: fruits, vegetables, healthy eating and exercise."
Yet Julian A., also from Toronto, questions whether a ban would be enforceable. The Ontario government has not yet stated whether it will introduce similar legislation, and no data exists on how many minors in Ontario currently consume energy drinks.
