The Vancouver Fraser Port Authority has selected TerraMarine as the preferred construction partner for the landmass and wharf components of Roberts Bank Terminal 2, a major expansion of the Port of Vancouver at Tsawwassen in Delta.
The project will extend the existing port causeway by approximately 320 acres—about one-third the size of Stanley Park—through land reclamation in the Strait of Georgia. Once completed, the three-berth container terminal is expected to increase West Coast container capacity by more than 30 percent and contribute more than $3 billion annually to Canada's gross domestic product.
TerraMarine is a consortium formed specifically for this project and includes FlatironDragados Canada (which built BC Hydro's Site C dam and the second Port Mann Bridge), Aecon Constructors (currently working on the Pattullo Bridge and Surrey-Langley SkyTrain), Van Oord Canada, and Carlson Construction Group. The team was selected from a shortlist of three bidders.
The port authority, TerraMarine and regulators will now work on construction logistics, costs, scheduling, early works and subcontracting opportunities. The terminal is expected to begin construction in late 2027 and start operations in the mid-2030s. The project is expected to support about 18,000 jobs during construction and roughly 17,000 ongoing supply-chain jobs once operational. The additional capacity will primarily support trade with Asian markets, particularly China, Japan and South Korea.
