North Shore Wastewater Treatment Plant review moves forward
The Greater Vancouver Sewerage and Drainage District appointed an independent team to assess the project's budget overruns and governance after litigation with the former contractor concluded.

The independent review of the North Shore Wastewater Treatment Plant will proceed after the Greater Vancouver Sewerage and Drainage District Board appointed a team led by Rob Andrews of EXP Engineering.
The review was first initiated in June 2024 but had been paused while the board litigated with the former contractor. Now that litigation has concluded, the team can move forward.
Andrews' team will examine the project's budget progression from the beginning, investigate reasons for cost increases, and assess whether those increases could have been prevented. The review will also examine project management, board governance and structure, and provide recommendations for future projects.
The team has complete access to all documents related to the project's history, finances, governance, and delivery.
The independent review is expected to be presented to the Greater Vancouver Sewerage and Drainage District Board by the end of January 2027.
