Eby unveiled a 'price guard' plan Friday in Kelowna that would cap profit margins on milk, eggs, cheese, butter and poultry sold by the province's "big five" grocery chains. The plan also includes a ban on anti-competitive real estate deals that let major chains keep independent competitors out of neighbourhoods, mandatory per-unit pricing on shelves to combat shrinkflation, and investment in a regional wholesale food terminal in the Lower Mainland so smaller grocers can bypass large chains' distribution networks.
The NDP would also strengthen consumer protection laws to bar AI-powered algorithmic pricing. "Every week, it feels like groceries are more expensive," Eby said Friday. "We're going to make sure that for you and your family, that you're not getting gouged at the til on the essentials you need."
The plan faces opposition. The Canadian Federation of Independent Grocers warned the measures could lead to shortages and panic-buying, and economists have raised concerns about competitive disadvantages for small retailers. Eby cited an unexpected U.S. trade war as the reason the NDP abandoned a 2024 promise of a $1,000 grocery rebate.
