The development team behind a Kitsilano rental tower approved by Vancouver city council in June 2025 has applied to amend the project. The revised plan raises the building from 20 storeys to 26 storeys and adds 99 hotel rooms, which would occupy about 11 floors.

The site at 2158-2170 West First Avenue, near Kitsilano Beach, covers eight parcels. The original proposal was 185 rental units across 20 storeys, 212 feet tall. The revised application lists 301 feet, plus additional height for rooftop amenities and mechanical use. Upper floors would be market rental, with 121 units and about 24 below-market units. The ground floor would be commercial.

The applicant, Chris Dikeakos Architects on behalf of Jacqueline Ward and Millennium Kitsilano Nominee Ltd., says in its application booklet that "the project does not trade housing for hotel space" and is "addressing the city's documented hotel shortage."

The site holds 34 units of primary rental housing, with 33 residential tenancies, according to a 2025 staff report. Of those, 27 are eligible under the tenant relocation and protection policy. A development permit requires a tenant relocation plan for all eligible tenants.

The 2025 staff report said the neighbourhood is "undergoing significant change" with the Broadway plan and the SkyTrain extension. The future Arbutus station is 750 metres south of the site. Public feedback on the original proposal was mixed, with supporters pointing to the housing contribution and ground-floor retail.

What we asked

How many tenants would be displaced, and what relocation terms apply?

When will council consider the amendment, and will there be a public hearing?

We'll update this story as answers emerge.
