Alberta launches Canada's first solar panel recycling program with $14 fee on October 1

Alberta will become Canada's first province to implement a formal solar panel recycling program on October 1, introducing a $14 recycling fee on every newly purchased solar panel and banning the panels from landfill disposal.

Environment Minister Grant Hunter announced the program, saying the fee and landfill ban will "protect municipalities and taxpayers from future costs." The government estimates that by 2045, most of the solar panels currently installed in Alberta will reach the end of their useful lives, generating nearly 73,000 tonnes of material.

The recycling program emerged from a pilot run by the Government of Alberta between 2022 and 2025 with industry partners and recycling companies.

However, industry associations and renewable energy advocates are pushing back against the fee. Heather MacKenzie, executive director of Solar Alberta, called the $14 charge excessive. "For a typical panel, the new fee is like adding a 10 per cent tax," MacKenzie said. "The impact will be significant, hurting small solar installation companies and resulting in job losses."

Industry has also criticized the government for imposing the fee without publishing clear accounting to justify the amount or explain how it was calculated.

The city has not disclosed how the $14 fee will be collected at point of sale or during installation, nor has it stated where collected fees will be directed or how they will fund recycling infrastructure.
