Warrant issued for Ottawa woman in 2025 Clarence-Rockland homicide

Ontario Provincial Police issued a warrant Tuesday for Cathy Percey, 53, of Ottawa, charged with first-degree murder in the death of Robert Prévost, 63.

Prévost was last seen at his home on Laurier Street in Clarence-Rockland in February 2025 and reported missing the following month. His body was recovered from the Ottawa River in May. Police say Percey is known to frequent Ottawa, Rockland and Gatineau areas and warn against approaching her; anyone who sees her should contact the Russell County OPP at 1-888-310-1122.

Five others were previously charged in the case. Jessica St. Michael of Ottawa and Yvon Cieno of Ottawa face first-degree murder charges, along with additional counts of indignity to a body and conspiracy. Luc Décarie of St-Gabriel-de-Brandon, Quebec, faces similar charges. Mathew Blake of Arnprior is charged with second-degree murder, indignity to a dead body and obstructing a peace officer. Sébastien Boucher of Rockland faces charges of obstructing a peace officer, obstructing justice and accessory after the fact.
