Ottawa woman charged with first-degree murder in year-old river case

Jessica St. Michael, 37, arrested Thursday in connection with body found in Ottawa River near Clarence-Rockland in May 2025. Second arrest made in homicide.

A second arrest has been made in the investigation of a body pulled from the Ottawa River near Clarence-Rockland last year. Jessica St. Michael, 37, an Ottawa resident, was arrested Thursday, June 12 with assistance from Gatineau Police Service and is charged with first-degree murder and indignity to a body.

On May 17, 2025, officers responded to reports of a body located in the water offshore from the Dallaire Street area. A postmortem identified the remains as Robert Prevost, 63, who had been reported missing in early March 2025 but had not been seen since early February 2025.

Last week, Luc Décarie of St-Gabriel-de-Brandon, Quebec was arrested and charged with first-degree murder and indignity to a body in the same case. Anyone with information regarding the investigation should contact Russell County OPP at 1-888-310-1122.
