A convicted sex offender residing in Oakville has been arrested and charged following a sexual assault investigation spanning several months, Peel Regional Police said Saturday.
Allen Siu Ming Chow, 73, was taken into custody Thursday and charged with sexual assault causing bodily harm, administering a drug to overcome resistance, and voyeurism. Between December 2025 and April 2026, police allege Chow met an adult female victim online, then met her in person on multiple occasions. During these encounters, he allegedly rendered the victim unconscious and unresponsive before sexually assaulting her.
Police also allege Chow covertly recorded the assaults on his cellphone without the victim's knowledge or consent. He was held in custody pending a bail hearing.
According to police records, Chow previously served an 18-year prison sentence for multiple sexual assault convictions and was released on federal parole in March 2025.
