Westminster Pier Park has expanded westward by roughly two acres, adding new public space to Downtown New Westminster's waterfront and completing a vision outlined in the city's 2019 Riverfront Park Master Plan.
The newly opened section stretches between the Sixth Street overpass and the Fraser River Discovery Centre, transforming what was previously a parking lot into recreational and event spaces overlooking the river. The expansion includes two distinct park areas and a connection to the Riverfront Esplanade, creating a continuous multi-use pathway for pedestrians and cyclists along the water.
The park sits directly above a three-level underground parkade belonging to Bosa Development's Pier West towers at 660 Quayside Drive. The development includes two residential towers—the 53-storey Pier West 1 (584 feet tall, New Westminster's tallest building) and the 43-storey Pier West 2 (472 feet tall)—containing a combined 665 condominium homes, plus retail and a childcare facility.
The smaller of the two new park parcels, wedged between the two towers, is designed as a quiet passive-use garden with meadow plantings and seating overlooking the esplanade. The larger parcel immediately west of Pier West 1 features an event plaza with seasonal water jets and a performance stage covered by a shade sail.
The city contributed $7.6 million toward building the park above the private parkade, while Bosa Development provided the land area and a $2 million financial contribution. The project emerged as part of the public benefits package tied to the residential density approved for the towers. The city has not disclosed the total cost of the expansion or announced an official opening date.
