The Vancouver Whitecaps have submitted a formal offer to PavCo to take over operational control of BC Place Stadium, a move aimed at boosting the team's match-day revenues—currently among the lowest in Major League Soccer despite strong attendance.

Under the proposed arrangement, the Whitecaps would run the stadium while PavCo retains ownership and receives a share of revenue. The team would control event scheduling and commercial operations. The model mirrors arrangements used by other MLS franchises, including Toronto FC.

The Whitecaps are seeking to increase revenues after years of discussions with the provincial authority and multiple levels of government. The team's attendance remains robust—over 30,000 tickets have already been sold for the team's return to BC Place on August 1—but commercial operations have lagged behind peer franchises.

MLS Commissioner Don Garber previously highlighted untapped revenue opportunities at the stadium, including unsold naming rights. "We'll take that over in a heartbeat," he said during a visit to Vancouver last November. "We're good at that. We'll take over the commercial operations and sell sponsorships if we're given the opportunity."

The Whitecaps have been seeking a new ownership structure and arena solution since being put up for sale 19 months ago, with speculation about a potential relocation to Las Vegas. The proposal to PavCo represents a step toward cementing the team's future in Vancouver.
