Two correctional officers and inmate mourned after Highway 13 collision

Family and friends gathered this weekend to mourn two correctional officers and an inmate killed in a highway collision near Edmonton on August 6.

Ramandeep Kaur Maan, 25, and Nicolae Serban, 57, were transporting an inmate when their vehicle collided with a mid-sized box truck at Highway 13 and 41, southeast of the city. The inmate, Kiara Mooswa, 24, also died. The truck driver sustained minor injuries.

Maan's funeral was held Sunday at the Edmonton Convention Centre. Her father, speaking through an interpreter, described her as the family's foundational pillar—someone who helped bring them to Canada for a better life. "I never worried about anything in my life because I always knew my daughter was there for me," he said. Her brother, Kamalpreet Singh Maan, called her a protector with a strong sense of integrity who was planning his future while lifting up the entire family as she pursued her corrections career.

Serban's funeral was held Saturday. Before this collision, no Alberta corrections officer had died in transport, making the August 6 crash unprecedented.

Canada's Commissioner of the Correctional Service, Talal Dakalbab, said an investigation into the collision is ongoing. "We're looking into all the issues that are surrounding the incident," he said. "We're waiting for the finalization of the reports. As you could imagine, it's a car-vehicle accident. RCMP and coroners and everybody's working on it."

The Correctional Service Canada fleet is undergoing inspection following the crash. RCMP investigation reports and coroner's findings have not yet been released.
