Two correctional officers, one inmate killed in transport collision southeast of Edmonton

Two Edmonton correctional officers died August 6 when their Correctional Service Canada minivan collided with a box truck at the intersection of Highway 13 and Highway 41, about 200 kilometres southeast of Edmonton. Nicolae Serban, 57, and Ramandeep Kaur Maan, 25, were pronounced dead at the scene. The RCMP investigation into the cause continues.
Serban worked at the Edmonton Institution for Women, where warden Lillian Kordic said staff and inmates spoke of him as unfailingly upbeat. "One of the staff members had told me before I went up on stage, they had never seen him not have a good day. Never seen him not happy at work, and that says a lot about a man," Kordic said. Serban had shared his passion for hockey, football, soccer and tennis with colleagues through sports nights and friendly matches.
Maan, 25, had been with the Correctional Service for less than a year but made an immediate impact. Talal Dakalbab, commissioner of the Correctional Service of Canada, said she took pride in her work and had been recruiting family members to join the service. "She was aiming to bring all her family to Canada. She was so proud of Correctional Service of Canada," Dakalbab said. Her family had taken on significant debt to support her move to the country.
A 24-year-old inmate, Kiara Mooswa from Poundmaker Cree Nation near North Battleford, Saskatchewan, also died in the collision. She was serving a seven-year, 20-day sentence for manslaughter since April 2024. The Institute for the Advancement of Aboriginal Women issued a statement acknowledging both her accountability for harm caused and the state's duty of care: "Both things are true at once, and a justice system capable of holding both truths — accountability for harm done and a duty of care for the person in its custody is the system Indigenous women in this province deserve."
The box truck's driver, the only other occupant in that vehicle, was taken to a nearby hospital with minor injuries. Regimental funerals for Serban and Maan were held on August 23 and August 24.
