People who fired shots at synagogues across the Greater Toronto Area were hired and paid by a foreign entity, Secretary of State for Combatting Crime Ruby Sahota told Parliament Wednesday.

Sahota suggested the shooters were recruited online and said earlier intervention by authorities could have prevented additional victims. She made the comments in response to a question about the government's "lawful access" bill, intended to help police and intelligence agencies navigate digital crime networks.

Sahota said victims and police chiefs were pressing for faster legislative movement on the bill. Her office did not immediately respond to requests for additional details about her remarks.

Police are investigating multiple shootings across the GTA that officers describe as part of a "guns-for-hire" scheme in which young people carry out gun violence on behalf of others in exchange for payment.
