Delta's outgoing council agreed on Oct. 26 to defer applications for two four-unit townhouse developments on 83 Avenue in North Delta, leaving the decision to the incoming council. The two lots, at 11220 and 11230 83 Ave., would total eight units with two driveways per lot, both accessed from 83 Avenue.
Council had already considered the applications earlier this year and recommended deferral, asking the applicant to revise the designs to one driveway per lot. The applicant has instead resubmitted the two-driveway plan, arguing its benefits were not fully conveyed in the earlier staff report.
City staff say the plan would reduce on-street parking, lower safety for all transportation modes and eliminate boulevard green space. Seven parking spaces on the 83 Avenue frontage would fall to one if the request is approved. The applications were first submitted in 2022, so they are not covered by a sidewalk requirement on that frontage introduced in a 2024 bylaw.
The applicant's architect, Joe Muego of Hearth Architectural Inc., argues the modified proposal balances outdoor space, landscaping, permeability, privacy, parking and traffic safety better than a single driveway. He wrote to council that the homeowners "are not developers but families trying to keep extended families together."
