White Rock has completed 174 net new housing units in the second annual reporting period (July 1, 2025 to June 30, 2026), reaching 87.8 per cent of the year-two target of 198 units set by the B.C. government. The city is now at 79.3 per cent of its combined cumulative progress toward the province's five-year housing target of 1,067 net new units to be completed by June 30, 2029.
The majority of year-two completions came from a single project: 130 units from Tower III of the Landmark mixed-use development in the 1400-block of Foster Street. In the first annual period, White Rock completed 133 units, or 70.4 per cent of its year-one target.
The city has 43 approved new units that have either completed rezoning or obtained a building permit. Of those, 35 have building permits issued for single-family or two-unit residential developments, and the city expects all 35 to be completed within the five-year timeline. However, projects that have only completed rezoning remain on uncertain timelines. During the reporting period, 10 applications totalling 108 proposed units expired when applicants failed to advance their proposals—including 78 units from a multi-unit residential project on Oxford Street and 20 from a townhouse project on Stayte Road. Two applications totalling 133 units were withdrawn, with 125 strata units from a single project that changed course to pursue increased density. No projects were denied.
City staff noted that housing delivery depends on factors beyond municipal control, including interest rates, construction costs, financing availability, labour market conditions, and overall market demand.
