26-year VPD veteran charged with fraud and theft totalling $3 million

Kal Dosanjh, a 26-year veteran of the Vancouver Police Department and founder of the Kids Play Foundation, was arrested Thursday in Surrey on charges of fraud over $5,000, theft over $5,000, and breach of trust spanning from December 2017 to July 25, 2025.

Dosanjh faces six separate counts across two schemes: fraud and theft involving three housing developments—Azura, Queen's Park, and Sahara—with alleged offences dating between January 2017 and 2023 or 2024; and fraud and theft against Kids Play Foundation, which Dosanjh founded in 2015 and has led as CEO. Nineteen investors are identified as victims, with allegations totalling approximately $3 million. A co-accused, Sarabjit Gill, faces six counts related to the same housing developments.

Bail conditions imposed Thursday include a ban from leaving British Columbia without permission, surrender of his passport, restrictions on possessing weapons or firearms, and a mandatory surrender of VPD equipment including firearms, uniform, and access credentials. Dosanjh is forbidden from contacting any of the 24 individuals named in the bail order—the 19 investors plus spouses of five other investigated parties—and cannot attend VPD facilities or Kids Play Foundation premises.

Dosanjh has been suspended with pay pending the outcome of charges or trial. The charges have not been tested in court. Next court appearance is scheduled for Vancouver provincial court.
