Man charged in January killing of Surrey businessman Binder Garcha

Brian Kiraly-Miller arrested in Kamloops and charged with first-degree murder in the targeted shooting death of entrepreneur and business owner.

A man has been charged in the January killing of Surrey businessman Baljinder (Binder) Singh Garcha, who was shot to death on 176 Street in the 3500 block on Jan. 13.

The Integrated Homicide Investigation Team said Brian Kiraly-Miller, 32, was arrested without incident in Kamloops on May 28 and was charged with first-degree murder in Garcha's death. Police said the shooting was targeted but did not reveal details about Kiraly-Miller's alleged motive.

Garcha, 46, was a husband and father of three children. He owned numerous businesses, including a photography business and limousine service, and was co-owner of Empress Palace Ballroom in Surrey. Investigators linked a vehicle torched near the 18900-block 40 Avenue in Surrey to the homicide.

Kiraly-Miller was convicted of conspiracy to murder in 2021. He and two other men were arrested by Vancouver police in 2019 after investigators learned of a plot to kill a known drug trafficker by rival gang members operating in the Downtown Eastside. He had connections to the Wolf Pack, a gang that involves members of the Independent Soldiers, Red Scorpions and Hells Angels.

Kiraly-Miller also faces separate charges of aggravated assault for an incident in Agassiz on Jan. 4, 2024, and has previous convictions for robbery related to a Burnaby home invasion in 2015. He remains in custody pending a court appearance in Surrey provincial court on June 5.
